Mr. Parks was born in Fort Smith, Arkansas on June 13, 1974. He received a Bachelor of Arts, magna cum laude, from Arkansas Tech University in 1996. Mr. Parks received his Juris Doctorate with honors in 1999 from the University of Arkansas. He was admitted to the Arkansas and Oklahoma Bars in 1999. Mr. Parks is a member of the Sebastian County, Arkansas, Oklahoma, and American Bar Associations and was the President of the Sebastian County Bar Association in 2005-2006.
