He received his Bachelor of Science from the University of Central Arkansas in 1976 and graduated with a Juris Doctorate with honors from the University of Arkansas in 1985. He received his LLM. in taxation from New York University in 1986. He was admitted to the Arkansas Bar in 1985 and the U.S. Tax Court and U.S. District Courts for the Eastern and Western Districts of Arkansas in 1987. Mr. Fulmer served as a Captain in the U.S. Army from 1976 to 1982. Since 1998, Mr. Fulmer serves as a panel Bankruptcy Trustee for the United States Bankruptcy Court, Western District of Arkansas.
